Putin is more likely to be moving the bombers to try and get them out of reach of constant Ukraine attacks on his aircraft. Russia hasn't been faring too well lately as regards Ukrainian successes on wiping out Russian aircraft.

 

Operation "Spider Web" in early June was absolutely devastating for the Russians, and the latest hit on the Russian air base in Crimea was also quite successful.
