For a start they don't have the space and facilities that ships have. Another factor is that the basic brief of submarines is stealth. The navy rules possibly might forbid them from surfacing after an engagement like that. Here's a question - are submarines exempt from the rules regarding rendering assistance. 1

willedoo Posted 3 hours ago Posted 3 hours ago From a war perspective, it would have been a dumb thing not to sink the frigate and let it sail home to blockade the Strait of Hormuz at the least, or attack US forces. It's arguably Iran's best ship, or one of the best. Sinking it is in line with one of the stated goals, which is to destroy Iran's navy so it can't threaten shipping in the gulf. They still have a lot of small torpedo boats. 1
