A lot of trouble to go to for something you could just climb over. Livestock couldn't get through it, and you still have to step over it while holding the rails down, so all in all it's a pretty useless idea.

It wouldn't take long for a smart animal to learn where to press it down so they could step right over it! Cows will lean on a fence until it falls over!
