It effectively means they can only operate as a team by themselves, it would be impossible to integrate them into Russian forces and the Russian military. Imagine them trying to understand instructions written in Russian, on Russian equipment? I wonder how many total balls-ups have been caused by the Koreans doing something completely stupid, and at odds with Russian systems and techniques and tactics?
