Perhaps they are going to Tether the other 443 in a line. So centrifugal force will push the against the tether & keep them in orbit longer. Just imagine that... instead of blowing tons of rocket fuel to lift a few hundred kg to orbit, an oversized lift car could do the same thing at 5 kph.
