The Terms of Reference are doctored deliberately by those likely to be caught.  or made to target their political enemies only. and you appoint the RIGHT (for  you) person to run it. at  a generous price. You're right there, Nev. A lot of commissions are just expensive talk fests and by their Terms of Reference, appear to be intentionally hobbled. They remind me of the never ending rigging of the U.N. Security Council resolutions. Five members with veto rights - the Western bloc of U.S., U.K. and France, and the Eastern bloc of China and Russia. Both opposing sides put up resolutions which are broadly agreeable, but intentionally written with a couple of small clauses they know the other side will not accept. They know their resolution will fail, but it's designed that way to make the other side look like the wreckers. As much a pile of contrived BS as our Royal Commissions; a big taxpayer funded talk fest.

You fail to see that Royal commissions are put on by the government to keep the populace happy. They are required to make the populace feel that something is being done, while in actual fact life goes on just the same.

 

Rather the same as anything our government does nowadays.
